The organizational placement of AI capability is among the most consequential structural decisions an enterprise makes during its AI transformation journey. Where AI expertise resides — centralized in a Center of Excellence, distributed across business units, or configured in some hybrid arrangement — shapes everything from speed of delivery to quality of governance, from talent retention to strategic alignment. The EATP Lead must be able to evaluate, design, and evolve the capability center model that best serves the organization's strategic intent.

The Center of Excellence: Origins and Limitations

The AI Center of Excellence (CoE) emerged as the dominant organizational pattern in the early stages of enterprise AI adoption. The logic was compelling: concentrate scarce AI talent in a single organizational unit, create shared infrastructure, establish consistent methodologies, and deploy this concentrated capability against the organization's highest-priority use cases.

The CoE model offers genuine advantages. It creates critical mass in talent — data scientists, machine learning engineers, and AI architects can learn from each other, establish quality standards, and develop shared tooling. It provides organizational visibility — a named entity with a leader, a budget, and a mandate. It simplifies governance — policies, ethics reviews, and quality assurance can be applied consistently when all AI work flows through a single organizational unit.

However, the pure CoE model has well-documented failure modes:

The Bottleneck Problem. As demand for AI capability grows across the enterprise, the centralized CoE becomes a bottleneck. Business units queue for resources. Prioritization battles consume leadership attention. Speed-to-value suffers. Business units that cannot wait begin to build shadow AI capabilities outside the CoE, undermining the very consistency the model was designed to provide.

The Context Gap. AI solutions require deep domain knowledge. A centralized CoE staffed with technically excellent generalists often lacks the industry and functional expertise needed to identify the highest-value use cases or to design solutions that fit operational workflows. The result is technically sophisticated solutions that fail to achieve adoption.

The Ownership Vacuum. When AI capability is centralized, business units may view AI as something done to them rather than something they own. Accountability for AI outcomes becomes diffuse. The CoE delivers models; the business unit is supposed to adopt them. When adoption fails, each side blames the other.

The Talent Ceiling. Top AI talent often seeks roles with direct business impact, not positions in an internal service organization. The CoE can become a talent revolving door — a training ground that develops practitioners who then leave for business unit roles or external opportunities.

The Federated Model: Embedding AI in the Business

The federated model addresses the CoE's limitations by embedding AI capability directly within business units. Each major division or function has its own AI team, led by a domain-specific AI leader, staffed with data scientists and engineers who develop deep expertise in that domain's data, processes, and challenges.

The federated model excels at domain alignment. AI teams embedded in business units develop intimate understanding of operational workflows, customer needs, and competitive dynamics. They can move quickly because they do not compete for centralized resources. Business leaders own both the AI capability and its outcomes, creating clear accountability.

But federation introduces its own failure modes:

Standards Fragmentation. Without centralized governance, each business unit develops its own practices for model development, data management, ethics review, and deployment. Quality varies. Interoperability suffers. The enterprise cannot leverage learning across units.

Duplication and Waste. Federated teams independently build similar capabilities — data pipelines, feature engineering frameworks, model monitoring infrastructure. The enterprise pays multiple times for the same foundational work.

Talent Isolation. Small, embedded teams lack the critical mass for professional development. Data scientists working alone or in small groups within a business unit may lack mentorship, peer review, and career development pathways. Talent attrition can be higher than in a CoE with a vibrant professional community.

Governance Gaps. Enterprise-level governance requirements — regulatory compliance, ethical AI standards, risk management — are difficult to enforce consistently across fully federated teams that report to business unit leaders with their own priorities.

The Hybrid Model: Federated Execution, Centralized Standards

The most effective enterprise AI operating models are hybrid — combining the domain alignment advantages of federation with the standards, platform, and talent development advantages of centralization. The EATP Lead's design task is to determine the right hybrid configuration for the specific organization.

The hybrid model establishes a clear separation between what is centralized and what is federated:

Centralized Functions

  • AI Strategy and Standards: Enterprise-wide AI strategy, methodology standards, and quality frameworks are set centrally, ensuring coherence across business units.
  • Platform and Infrastructure: Shared AI/ML platforms, data infrastructure, model repositories, and deployment pipelines are provided as internal services, preventing duplication and ensuring interoperability.
  • Governance and Ethics: AI governance policies, ethics review boards, regulatory compliance frameworks, and risk management processes are centrally defined and enforced.
  • Talent Development: Career frameworks, training programs, professional communities of practice, and centers of expertise are managed centrally, even when talent is deployed locally.
  • Advanced Research: Cutting-edge research, emerging technology evaluation, and long-horizon capability building are centralized, as they require scale and specialization that business units cannot sustain independently.

Federated Functions

  • Use Case Identification and Prioritization: Business units identify and prioritize AI opportunities based on their domain expertise and strategic objectives.
  • Solution Design and Development: Embedded AI teams design and build solutions tailored to business unit requirements, using centralized platforms and standards.
  • Deployment and Operations: Business units own the deployment, monitoring, and optimization of AI solutions within their operational context.
  • Value Realization: Business units are accountable for realizing the business value from AI investments, with metrics defined in collaboration with the central strategy function.

Designing the Capability Center Architecture

The EATP Lead uses a structured design approach to determine the optimal capability center configuration. The following framework guides this design process:

Step 1: Strategic Alignment Assessment

Map the organization's AI strategic intent to structural requirements. An organization pursuing AI-driven product innovation across multiple product lines needs strong federated capability in product engineering, with centralized platforms and governance. An organization pursuing operational efficiency through AI needs strong centralized capability in process automation, with federated deployment teams embedded in operations.

Step 2: Maturity-Appropriate Staging

The optimal model depends on organizational AI maturity. Early-stage organizations typically benefit from stronger centralization — concentrating scarce talent and building foundational platforms. Mature organizations can sustain greater federation because standards, platforms, and talent pools are already established.

Step 3: Role Architecture

Define the roles that exist at each level of the hybrid model:

  • Enterprise AI Leadership: Chief AI Officer or equivalent, AI Strategy Board, AI Ethics Committee
  • Central Platform Team: Platform engineers, MLOps specialists, data infrastructure architects
  • Central Standards Body: Methodology leads, quality assurance, governance specialists
  • Business Unit AI Leads: Domain-specific AI leaders who manage embedded teams
  • Embedded AI Teams: Data scientists, ML engineers, AI product managers, domain analysts

Step 4: Interaction Model

Define how centralized and federated functions interact:

  • Standards Adoption: How are central standards communicated, adopted, and enforced in business units?
  • Platform Consumption: How do business units access and use centralized platforms?
  • Talent Mobility: How do practitioners move between central and business unit roles?
  • Governance Compliance: How is compliance with enterprise governance policies verified?
  • Knowledge Sharing: How do insights, models, and best practices flow across business units?

Step 5: Evolution Pathway

Define the trigger conditions and mechanisms for evolving the capability center model over time. The EATP Lead should establish explicit criteria — maturity thresholds, demand volumes, talent depth — that trigger transitions from one configuration to the next.

Organizational Reporting and Authority

The reporting structure for the AI capability center is a critical design decision. Common patterns include:

Reporting to the CTO/CIO: Positions AI as a technology function. Advantage: natural alignment with technology infrastructure. Risk: may be perceived as a technology initiative rather than a strategic capability.

Reporting to the CEO/COO: Positions AI as an enterprise-wide strategic priority. Advantage: executive visibility and cross-functional authority. Risk: may lack the technical infrastructure support that technology leadership provides.

Reporting to a Chief AI Officer: Creates a dedicated C-suite leader for AI. Advantage: focused leadership and enterprise-wide mandate. Risk: potential conflict with existing technology and digital leaders; CAIO role must have sufficient organizational authority.

Matrix Reporting: Embedded teams report to business unit leaders for day-to-day direction and to the central AI function for standards, methodology, and professional development. Advantage: balances domain alignment with enterprise coherence. Risk: matrix structures create ambiguity if not carefully designed.

The EATP Lead must evaluate these options against the organization's culture, power dynamics, and strategic priorities. There is no universally correct answer — the right reporting structure is the one that maximizes the organization's ability to execute its AI strategy while maintaining governance coherence.

Measuring Capability Center Effectiveness

The EATP Lead should establish metrics that evaluate the effectiveness of the capability center model:

  • Time-to-Value: Average elapsed time from use case identification to production deployment
  • Utilization Rate: Percentage of available AI talent actively engaged in value-creating work
  • Standards Compliance: Percentage of AI initiatives that meet enterprise governance standards
  • Platform Adoption: Percentage of AI work that uses centralized platforms versus custom infrastructure
  • Talent Retention: Annual retention rate for AI practitioners across centralized and federated teams
  • Cross-Unit Leverage: Percentage of models, features, or data assets reused across business units
  • Business Satisfaction: Net promoter score or satisfaction rating from business unit stakeholders

These metrics should be reviewed quarterly and used to inform ongoing adjustments to the capability center model.

Looking Ahead
