The AI-native operating model creates organizational capacity to deliver AI solutions at scale. But capacity without disciplined demand management leads to fragmentation, misallocation, and the persistent frustration of business units that submit requests into a process they do not understand and from which they receive no predictable outcome. The EATP Lead must design demand management mechanisms that systematically channel the enterprise's appetite for AI into a prioritized, resourced, and governed pipeline.
The Demand Management Challenge
In a mature enterprise, demand for AI capability originates from multiple sources simultaneously. Business unit leaders identify operational efficiency opportunities. Product teams envision AI-powered features. Risk and compliance functions seek automated monitoring. Customer-facing teams want predictive analytics. The C-suite sponsors strategic AI initiatives. Innovation teams propose experimental applications. Partners and customers request AI-enabled capabilities.
Without a structured demand management process, several failure modes emerge:
The Loudest Voice Wins. Initiatives are prioritized based on the organizational power of their sponsors rather than their strategic value. Politically connected business units capture disproportionate AI resources while higher-value opportunities in less visible areas go unaddressed.
The Pilot Trap. The organization launches dozens of proof-of-concept projects but lacks the mechanism to evaluate, prioritize, and scale the successful ones. Resources are spread thin across too many initiatives, and few reach production deployment.
The Expectation Gap. Business units submit requests with unrealistic timelines and scope expectations. When delivery takes longer or costs more than expected, confidence in the AI function erodes. The lack of transparent intake and prioritization processes makes it impossible for requestors to understand where they stand.
The Strategic Disconnect. Ground-level demand may not align with enterprise AI strategy. Business units pursue locally optimal applications while strategically important cross-enterprise initiatives lack sponsorship and resources.
The Demand Management Framework
The EATP Lead should design a comprehensive demand management framework with five integrated components:
1. Use Case Identification
Structured mechanisms for surfacing AI opportunities across the enterprise:
Business Unit AI Liaisons: Designated individuals within each business unit who are trained to identify potential AI applications and translate business needs into structured use case proposals. These liaisons serve as the bridge between domain expertise and AI capability.
Strategic Use Case Workshops: Facilitated sessions where AI leaders and business unit leaders collaboratively identify high-value AI opportunities aligned with strategic priorities. These workshops combine top-down strategic direction with bottom-up operational insight.
Continuous Intake Channel: A standardized submission process — typically a digital portal — through which anyone in the organization can propose an AI use case. The portal captures sufficient information for initial screening without imposing so much overhead that it discourages submissions.
Technology-Push Identification: The AI platform team and research function proactively identify opportunities where emerging AI capabilities could create value, even if business units have not yet recognized the opportunity. This ensures the portfolio is not limited to demand-pulled applications.
2. Use Case Assessment
Every submitted use case must be assessed against a standardized framework before entering the prioritization queue. The EATP Lead should design an assessment framework that evaluates:
Strategic Alignment: How well does this use case support the enterprise AI strategy and broader business strategy? Use cases that are strategically aligned receive higher priority.
Value Potential: What is the estimated financial impact — cost reduction, revenue growth, risk mitigation, customer satisfaction improvement? Value should be estimated using a consistent methodology across all use cases.
Feasibility: Is this use case technically feasible with available or obtainable data, technology, and talent? Feasibility assessment should include data availability, data quality, model complexity, integration requirements, and regulatory constraints.
Risk Profile: What risks does this use case entail — data privacy, bias, regulatory exposure, reputational impact, operational disruption? Higher-risk use cases require more rigorous governance and may need additional investment in risk mitigation.
Organizational Readiness: Is the sponsoring business unit ready to adopt the AI solution — in terms of process change, workforce preparation, change management, and ongoing operational support?
Dependencies: Does this use case depend on other initiatives — data infrastructure, platform capabilities, upstream AI models, organizational changes? Dependencies affect sequencing and timeline.
The assessment should produce a standardized scorecard that enables objective comparison across use cases from different business units and domains.
3. Prioritization
With standardized assessments in hand, the prioritization mechanism ranks use cases and allocates resources:
Portfolio-Level Prioritization: Use cases are evaluated not in isolation but as a portfolio. The goal is to construct a portfolio that maximizes total value while managing risk, respecting resource constraints, and maintaining strategic balance across business units, time horizons, and risk profiles.
Prioritization Criteria Matrix:

Governance Tiers: Not all use cases require the same level of governance oversight. The EATP Lead should establish tiers based on investment size, risk profile, and strategic importance:
- Tier 1 (Enterprise Strategic): >$1M investment or high-risk profile. Requires AI Investment Committee approval.
- Tier 2 (Business Unit Major): $250K-$1M investment. Requires business unit AI leadership approval with central standards compliance.
- Tier 3 (Operational): <$250K investment, low risk. Requires team-level approval within established guidelines.
- Tier 4 (Experimentation): Innovation fund applications. Lightweight approval through the innovation governance process.
4. Resource Allocation
Prioritized use cases must be matched with resources — talent, compute, data, and budget:
Capacity Planning: The EATP Lead must maintain a clear picture of available AI delivery capacity across the enterprise — both centralized and federated teams. Capacity planning should be updated quarterly to reflect hiring, attrition, project completions, and shifting priorities.
Resource Matching: Each approved use case should be assigned a delivery team with the appropriate skill mix, domain expertise, and availability. For complex use cases, this may require assembling cross-functional teams that span business unit and platform resources.
Timeline Commitment: Upon resource allocation, the delivery team and the business unit sponsor agree on a realistic timeline with defined milestones. This commitment becomes the basis for progress tracking and expectation management.
5. Pipeline Visibility
Transparency is essential for demand management credibility. Every requestor should be able to see:
- The status of their submitted use case (submitted, under assessment, in prioritization, approved, in delivery, completed, deferred)
- The rationale for prioritization decisions, including where their use case ranks relative to others
- The expected timeline for approved use cases
- Aggregate pipeline statistics — total submissions, approval rates, average time-to-value
This transparency reduces political pressure on the prioritization process, manages expectations, and builds trust in the AI function's objectivity and responsiveness.
Demand Management Governance
The demand management framework requires dedicated governance:
AI Demand Review Board: A regular (monthly or quarterly) forum that reviews the demand pipeline, approves prioritization recommendations, resolves conflicts, and adjusts resource allocation. Membership includes AI leadership, business unit representatives, finance, and the platform team.
Escalation Process: A clear pathway for business units to escalate prioritization decisions they disagree with, including criteria for override and the authority levels required.
Portfolio Rebalancing: Mechanisms for adjusting the active portfolio in response to changing conditions — new strategic priorities, resource constraints, initiative failures, or emerging opportunities.
Demand Shaping
Beyond managing incoming demand, the EATP Lead should actively shape demand to align with strategic priorities:
- Strategic Communication: Regular communication of enterprise AI priorities helps business units self-select use cases that are likely to be approved.
- Use Case Templates: Industry-specific and function-specific use case templates lower the barrier to submission and improve the quality of initial proposals.
- Success Stories: Internal publication of AI success stories inspires use case identification and provides concrete examples of what is achievable.
- Capability Catalogs: Published catalogs of available AI capabilities (models, services, data assets) help business units identify applications they might not have considered.
Measuring Demand Management Effectiveness
- Pipeline Volume: Number of use cases submitted per quarter (indicates organizational engagement)
- Conversion Rate: Percentage of submitted use cases that reach production deployment
- Time-to-Decision: Average days from submission to prioritization decision
- Time-to-Value: Average days from approval to measurable business impact
- Requestor Satisfaction: Survey-based satisfaction with the intake and prioritization process
- Strategic Alignment Score: Percentage of active portfolio aligned with top strategic priorities
- Portfolio Balance: Distribution of initiatives across business units, risk profiles, and time horizons
