Operating models fail when the financial architecture works against the organizational design. An enterprise can have the right capability center structure, the right platform, the right governance — and still stall because the funding model penalizes the behaviors the operating model requires. The EATP Lead must design financial architectures that align incentives, sustain investment, and enable the AI-native operating model to function as intended.
Why AI Funding Is Different
Traditional IT funding models are built around projects with defined scopes, timelines, and deliverables. A business unit requests a capability, IT estimates the cost, the business case is approved, and the project is funded through the capital or operating budget. This model works for deterministic initiatives where scope, cost, and value are reasonably predictable.
AI initiatives resist this model. They are inherently iterative — value emerges through experimentation, not specification. The boundary between research and development is blurred. A proof-of-concept that fails to meet its original objective may yield insights that enable a more valuable application. The value of an AI capability often compounds over time as models improve, data assets grow, and organizational learning accumulates. Traditional project funding models, which expect predictable returns within a defined period, systematically undervalue AI investments and over-penalize the exploration that makes breakthrough applications possible.
The EATP Lead must design funding models that accommodate these realities while maintaining the financial discipline that enterprise governance requires.
The Four Funding Model Archetypes
Enterprise AI funding typically follows one of four patterns. Each has strengths and weaknesses, and most mature organizations employ a blend.
1. Centralized Budget Allocation
All AI investment is funded from a centralized enterprise AI budget, typically managed by the Chief AI Officer, CTO, or a strategic transformation office. Business units submit requests, and the central body prioritizes and allocates resources.
Strengths: Enables strategic prioritization across the enterprise. Prevents fragmentation. Ensures adequate investment in foundational capabilities (platform, data infrastructure, talent). Allows cross-subsidization of high-risk, high-reward initiatives.
Weaknesses: Can create a perception that AI is "free" to business units, leading to demand inflation. Business units may lack ownership because they do not bear costs. Central prioritization may not reflect ground-level business realities. Vulnerable to enterprise budget cuts because AI appears as a discretionary cost center.
2. Business Unit Self-Funding
Each business unit funds its own AI initiatives from its operating or capital budget. There is no centralized AI budget. Business units hire their own talent, build their own infrastructure, and bear all costs.
Strengths: Creates strong business ownership and accountability. Business units only pursue initiatives they believe will generate value. Eliminates central prioritization bottlenecks.
Weaknesses: Leads to duplication and fragmentation. Underinvests in shared infrastructure. Business units with tighter margins or shorter-term pressures systematically underinvest in AI. Cross-enterprise strategic priorities may be neglected.
3. Chargeback Model
A centralized AI function provides services to business units, which are charged back for consumption. The central function operates as an internal service provider, and business units pay for what they use.
Strengths: Creates transparency about AI costs. Forces business units to evaluate the value of AI services. Funds the central function sustainably based on demand. Balances central provision with business unit accountability.
Weaknesses: High administrative overhead for tracking and allocating costs. Can discourage experimentation if business units are charged for failed experiments. May lead to suboptimal behavior — business units avoiding central platforms to avoid charges. Requires sophisticated cost allocation methodology.
4. Hybrid Portfolio Funding
AI investment is divided into tiers with different funding sources and governance:
- Tier 1 — Enterprise Foundation: Platform infrastructure, data assets, governance tooling, and core talent funded centrally as a strategic investment. Not charged back to business units.
- Tier 2 — Strategic Initiatives: Cross-enterprise AI programs funded centrally, with business unit co-investment required to ensure skin in the game. Governed by the portfolio steering committee.
- Tier 3 — Business Unit Applications: Domain-specific AI applications funded by business units, using centralized platforms (charged back at marginal cost). Governed by business unit leadership with central standards compliance.
- Tier 4 — Innovation and Exploration: An enterprise innovation fund that supports high-risk, high-potential experiments. Funded centrally with lightweight governance designed for speed.
The hybrid model is the approach most commonly adopted by organizations that have reached AI maturity. It ensures that foundational investments are protected, strategic initiatives are prioritized at the enterprise level, business units have ownership and accountability for domain applications, and innovation is not starved by short-term financial discipline.
Designing the Chargeback Architecture
For organizations that employ chargeback (whether as the primary model or as a component of the hybrid model), the design of the chargeback architecture is critical. Poorly designed chargeback creates perverse incentives, administrative burden, and organizational friction.
Cost Allocation Methodology
The EATP Lead must decide how costs are allocated to consuming business units. Common approaches include:
Activity-Based Costing: Costs are allocated based on actual consumption of services — compute hours, storage volume, platform API calls, data engineering hours. This is the most accurate but also the most administratively complex approach.
Headcount-Based Allocation: Costs are allocated based on the number of AI practitioners embedded in or serving each business unit. Simpler to administer but less reflective of actual resource consumption.
Revenue or Size-Based Allocation: Platform and shared service costs are allocated as a percentage of business unit revenue or headcount. Simple and predictable, but disconnected from actual consumption and can create perceived unfairness.
Tiered Subscription: Business units subscribe to service tiers (Bronze, Silver, Gold) that provide different levels of platform capability and support. Predictable for both provider and consumer, but may lead to over-provisioning or under-provisioning.
The EATP Lead should generally recommend activity-based costing for direct services (compute, storage, dedicated data engineering) and subscription-based models for platform access and shared services. This combination provides accuracy for high-cost items while keeping administrative overhead manageable for shared capabilities.
Pricing Strategy
The internal pricing strategy has significant behavioral implications:
Full Cost Recovery: The platform team charges enough to cover all costs. Creates sustainability but may discourage adoption, particularly for experimentation.
Marginal Cost Pricing: Business units are charged only the incremental cost of their consumption, with fixed costs funded centrally. Encourages adoption but may not fully fund the platform.
Subsidized Pricing: Platform services are priced below cost to encourage adoption, with the subsidy funded from the enterprise AI budget. Effective for driving adoption during platform rollout, but not sustainable long-term.
Value-Based Pricing: Pricing reflects the value delivered rather than the cost incurred. Difficult to implement for platform services, but appropriate for high-value consulting or specialized analytics services.
The EATP Lead should design a pricing strategy that evolves with platform maturity. Early-stage platforms benefit from subsidized pricing to drive adoption. Mature platforms should transition to full cost recovery or marginal cost pricing, depending on the organization's philosophy about centrally funded shared services.
Financial Governance
The chargeback architecture requires supporting governance:
- Transparency: Business units must be able to see, understand, and predict their AI charges. Opaque or surprising bills erode trust and trigger political resistance.
- Dispute Resolution: A clear process for business units to challenge charges they believe are incorrect or unfair.
- Budget Cycle Integration: AI charges must be predictable enough for business units to incorporate them into their annual budgeting process.
- Rate Review: Regular review and adjustment of chargeback rates to reflect changing costs, volumes, and strategic priorities.
Investment Governance: The AI Investment Committee
Regardless of funding model, the EATP Lead should establish an AI Investment Committee that governs major AI investment decisions across the enterprise. This committee:
- Reviews and approves AI investments above a defined threshold
- Ensures alignment between AI investments and enterprise strategy
- Manages the enterprise AI investment portfolio — balancing risk, return, time horizon, and strategic alignment
- Monitors the performance of major AI investments against projected value
- Recommends rebalancing of the AI investment portfolio based on performance and changing strategic priorities
The committee typically includes the Chief AI Officer (or equivalent), the CFO or a senior finance representative, business unit leaders, and the platform team leader. Its mandate is to bring investment discipline to AI spending without imposing the rigidity that stifles innovation.
Capital vs. Operating Expenditure
AI investments straddle the capital/operating expenditure boundary in ways that challenge traditional financial frameworks. Model development may qualify as capital expenditure under some accounting standards, while model operations is clearly operating expenditure. Data assets may or may not be capitalizable depending on jurisdiction and accounting policy. Platform infrastructure typically qualifies as capital expenditure, but cloud-based infrastructure may be classified as operating expenditure.
The EATP Lead must work with the finance function to establish clear, consistent classification rules for AI expenditures. Inconsistent classification creates budgeting confusion, distorts financial reporting, and can create compliance risks. The goal is a classification framework that accurately represents the economics of AI investment — including the fact that much of the value from AI spending accrues over multiple years, which capital treatment better reflects.
Measuring Financial Architecture Effectiveness
The EATP Lead should track metrics that evaluate whether the financial architecture is supporting or constraining the operating model:
- Investment Adequacy: Is total AI investment sufficient to execute the enterprise AI strategy?
- Allocation Efficiency: Is investment directed toward the highest-value opportunities?
- Behavioral Alignment: Does the funding model incentivize the right behaviors — platform adoption, experimentation, cross-unit collaboration?
- Administrative Burden: How much effort is spent on financial administration (tracking, allocation, dispute resolution) versus value-creating work?
- Financial Sustainability: Can the current funding model sustain the required level of AI investment over the planning horizon?
Looking Ahead
