An operating model is not a destination — it is a continuously evolving system. The AI-native operating model designed today will require adaptation as the organization grows, as AI technology evolves, as the competitive landscape shifts, and as the regulatory environment changes. The EATP Lead must design not only the operating model itself but also the mechanisms by which the operating model assesses its own maturity and drives its own evolution.

The Operating Model Maturity Framework

The COMPEL methodology provides the 18-domain maturity model as a comprehensive assessment framework for organizational AI maturity. Module 4.4 extends this with an operating model-specific maturity framework that evaluates the seven dimensions of the operating model across five maturity levels:

Level 1: Ad Hoc

The operating model for AI is informal and fragmented. AI activities are conducted without consistent organizational structure, governance, processes, or standards. Capability resides in individual practitioners rather than organizational systems.

Level 2: Defined

The operating model is documented and partially implemented. Organizational structures exist for AI (CoE or equivalent). Basic governance processes are in place. Standards are defined but inconsistently applied. Funding mechanisms are established but not optimized.

Level 3: Managed

The operating model is fully implemented and actively managed. The hybrid capability center model is operational. Platform services are available and adopted. Governance is consistent. Demand management processes function effectively. Talent strategy is deliberate. Performance is measured.

Level 4: Optimized

The operating model is continuously improved based on measurement and feedback. Cross-enterprise leverage is high. Platform services are mature and widely adopted. Governance is embedded in workflows. The talent ecosystem is thriving. Financial architecture drives efficient allocation. The organization consistently converts AI investments into business value.

Level 5: AI-Native

The operating model is fully integrated with the enterprise operating model — AI is not a separate organizational concern but a foundational capability woven into how the entire enterprise operates. The distinction between "AI operating model" and "operating model" has dissolved. Continuous evolution is self-sustaining.

The Maturity Assessment Instrument

The EATP Lead should design a maturity assessment instrument that evaluates each operating model dimension against the five-level framework:

Assessment Process

The maturity assessment should be conducted annually, following a structured process:

  1. Self-Assessment: Each operating model function completes a self-assessment questionnaire calibrated to the maturity framework
  2. Evidence Collection: Self-assessment responses are supported by evidence — documentation, metrics, artifacts, stakeholder interviews
  3. Independent Validation: An independent assessor (internal audit, external consultant, or cross-organizational peer) validates self-assessment findings
  4. Calibration: Assessment results are calibrated across dimensions to ensure consistent scoring
  5. Gap Analysis: Current maturity scores are compared to target maturity levels (which may differ by dimension)
  6. Improvement Planning: Gap analysis drives improvement initiatives that are incorporated into the operating model evolution roadmap

Driving Operating Model Evolution

Maturity assessment is diagnostic. Evolution is the response. The EATP Lead must design mechanisms that convert assessment findings into operating model improvements:

Continuous Improvement Cadence

Operating model evolution should follow a structured cadence:

  • Weekly: Operational issue resolution — addressing specific friction points, process failures, and stakeholder complaints
  • Monthly: Tactical improvements — process adjustments, governance refinements, tooling enhancements
  • Quarterly: Strategic reviews — assessing operating model performance against objectives, reviewing maturity scores, adjusting the evolution roadmap
  • Annually: Strategic recalibration — reassessing the operating model design against changing strategic, technological, and competitive conditions

Evolution Triggers

Beyond scheduled reviews, the EATP Lead should define events that trigger ad hoc operating model reassessment:

  • Strategic Shifts: Major changes in enterprise strategy, including mergers, acquisitions, divestitures, or new market entry
  • Technology Disruptions: Emergence of transformative AI technologies (e.g., foundation models, autonomous agents) that change the capability requirements
  • Regulatory Changes: New regulations or standards that require governance or process changes
  • Performance Failures: Significant operating model failures — missed delivery targets, governance breaches, talent crises
  • Scale Thresholds: The organization reaching scale thresholds (number of AI models, number of practitioners, number of business units) that stress current operating model capacity

The Operating Model Backlog

The EATP Lead should maintain a prioritized backlog of operating model improvements, managed with the same discipline applied to product backlogs:

  • Each improvement item is defined with clear scope, expected benefit, required investment, and success criteria
  • Items are prioritized based on impact on operating model maturity, strategic alignment, and feasibility
  • Items are assigned to owners with defined timelines
  • Progress is tracked and reported through the operating model governance structure

Benchmarking

The EATP Lead should benchmark the organization's operating model maturity against external reference points:

Industry Benchmarks

Compare maturity scores against industry peers, using available benchmark studies, industry consortia data, or confidential benchmarking services. Industry benchmarks provide context for whether the organization's maturity level is appropriate for its competitive position.

Framework Benchmarks

Compare operating model design against established frameworks:

  • TOGAF: Enterprise architecture maturity
  • ITIL: Service management maturity
  • CMMI: Process maturity
  • SAFe: Agile delivery maturity
  • COBIT: IT governance maturity

These framework benchmarks help identify areas where the AI operating model can learn from established disciplines.

Peer Benchmarks

Where possible, conduct peer benchmarking with organizations at similar AI maturity stages. This provides the most directly actionable insights but requires relationships built through industry consortia, professional networks, or structured benchmarking programs.

The Role of Data in Operating Model Evolution

A mature AI operating model should be increasingly data-driven in its own management. The EATP Lead should ensure that operating model governance decisions are informed by comprehensive operational data:

  • Delivery Metrics: Time-to-value, throughput, quality scores, and adoption rates for AI initiatives
  • Financial Metrics: Cost efficiency, investment returns, chargeback accuracy, and budget utilization
  • Talent Metrics: Hiring velocity, retention rates, skill development progress, and engagement scores
  • Platform Metrics: Adoption rates, performance, availability, and user satisfaction
  • Governance Metrics: Compliance rates, review cycle times, incident frequency, and resolution effectiveness
  • Business Impact Metrics: Revenue attributable to AI, cost savings achieved, risk reduction, and customer satisfaction improvement

These metrics should be consolidated into an operating model health dashboard that is reviewed regularly by the operating model governance body.

Anticipating Future Operating Model Requirements

The EATP Lead must not only manage the current operating model but anticipate how it will need to evolve. Several trends are likely to reshape AI operating models in the coming years:

Autonomous AI Systems: As AI systems become more autonomous — making decisions without human oversight — the operating model will need enhanced governance, monitoring, and intervention mechanisms.

AI Democratization: As AI tools become accessible to non-specialists, the operating model will need to accommodate "citizen AI developers" alongside professional AI teams, with appropriate governance guardrails.

Regulatory Intensification: As AI regulation expands globally, the operating model will need more sophisticated compliance capabilities, including automated regulatory monitoring and real-time compliance checking.

Ecosystem Deepening: As AI ecosystems mature, the operating model will need more sophisticated partner integration mechanisms, including AI marketplace participation, model sharing, and collaborative AI development.

Organizational Integration: As AI matures within the enterprise, the separate AI operating model will increasingly merge with the enterprise operating model. The EATP Lead must design for this convergence rather than perpetual separation.

Looking Ahead
