The Technology pillar of the COMPEL 18-domain model contains four domains — Data Infrastructure (Domain 10), AI/ML Platform and Tooling (Domain 11), Integration Architecture (Domain 12), and Security and Infrastructure (Domain 13) — and the Process pillar contains Data Management and Quality (Domain 6) and Machine Learning Operations and Deployment (Domain 7). Together, these six domains define the technical foundation of enterprise Artificial Intelligence (AI) capability. Assessing them at the surface level — as Level 1 practice requires — produces scores that capture whether capabilities exist. Assessing them at EATP depth produces scores that capture whether capabilities work, scale, and sustain. This article provides the advanced assessment techniques that COMPEL Certified Specialist (EATP) practitioners need to evaluate data maturity and technology readiness with the rigor that transformation planning demands, connecting technical assessment directly to business capability as established in Module 1.4, Article 5: Data as the Foundation of AI.
Data Quality Assessment: Beyond the Metrics Dashboard
The Data Quality Maturity Hierarchy
Organizations at different maturity levels think about data quality in fundamentally different ways. Understanding where an organization sits in this hierarchy is more diagnostically valuable than any individual data quality metric.
Level 1 — Reactive quality management. Data quality issues are identified when they cause visible problems — a report produces incorrect numbers, a Machine Learning (ML) model produces absurd predictions, a regulatory filing contains errors. There is no proactive monitoring. Quality is a problem to be fixed, not a discipline to be maintained.
Level 2 — Metric-based monitoring. The organization has defined data quality dimensions (completeness, accuracy, timeliness, consistency) and monitors them through dashboards and reports. Quality thresholds are defined for critical datasets. When thresholds are breached, alerts trigger investigation. This is the level most organizations aspire to, and many claim to have achieved.
Level 3 — Process-integrated quality management. Data quality is embedded in data pipelines — quality checks run automatically as data flows from source to consumption. Failed quality checks halt pipeline execution, preventing bad data from reaching downstream consumers. Quality rules are version-controlled and evolve with the data they protect. Data quality is not an overlay; it is an integral part of data operations.
Level 4 — Predictive quality management. The organization detects data quality degradation before it breaches thresholds — identifying trends, drift, and anomalies that predict future quality failures. Quality management is proactive rather than responsive. Root cause analysis is systematic, and quality improvements address structural causes rather than individual symptoms.
The EATP practitioner assesses not just the current data quality metrics but the organization's position in this hierarchy. An organization with good metrics on a dashboard (Level 2) and an organization with quality checks integrated into every pipeline (Level 3) may report similar quality scores, but their operational resilience — and their readiness for advanced AI use cases — is dramatically different.
Conducting the Data Quality Audit
The data quality audit is a structured assessment activity that goes beyond what standard domain scoring provides. It evaluates three dimensions:
Coverage. What percentage of the organization's critical data assets — defined as data assets that feed or will feed AI use cases — are under active quality management? Coverage below 50% is a Level 2 indicator regardless of how sophisticated the quality management is for the covered assets. Pockets of excellence that do not extend to the full AI-relevant data estate are insufficient for transformation at scale.
Depth. For data assets under quality management, how many quality dimensions are monitored? An organization that monitors completeness and timeliness but not accuracy and consistency has shallow quality management that will miss entire categories of quality failure. The EATP practitioner evaluates whether monitoring covers the dimensions relevant to the organization's AI use cases — some use cases are sensitive to timeliness (real-time fraud detection), others to accuracy (clinical decision support), others to consistency (financial reporting).
Effectiveness. When quality issues are detected, how quickly are they resolved? What is the mean time to detect (MTTD) and mean time to resolve (MTTR) for data quality incidents? An organization with comprehensive monitoring but slow resolution has monitoring without management — it knows about quality problems but cannot fix them before they affect downstream consumers.
Data Lineage and Provenance Assessment
Data lineage — the ability to trace data from source to consumption across all transformations, enrichments, and aggregations — is a critical capability for AI that many organizations lack. The EATP practitioner assesses lineage maturity by selecting a specific AI use case and asking the organization to trace the data path from source system to model input.
An organization with mature lineage can perform this trace in real time, using automated tools that show each transformation step, quality check, and data movement. An organization with immature lineage requires manual investigation across multiple teams, each of whom knows their piece of the pipeline but not the whole. The trace assessment reveals not just lineage tool maturity but the organizational fragmentation of data knowledge — a diagnostic signal that domain scores alone cannot provide.
Technology Architecture Assessment
Technical Debt Evaluation
Every organization carries technical debt — the accumulated cost of past technology decisions that prioritized speed over sustainability. For AI transformation, technical debt in data infrastructure and ML platforms directly constrains transformation ambition. The EATP practitioner assesses technical debt across four categories:
Infrastructure debt. Aging data storage and processing systems that cannot support modern AI workloads. On-premises infrastructure that limits scalability. Data pipelines built on deprecated technologies. The indicator is not the age of the infrastructure but its ability to support the organization's current and planned AI workload — old infrastructure that meets current needs is not debt; new infrastructure that does not meet needs is.
Integration debt. Point-to-point integrations between systems that create a brittle, opaque data flow architecture. Data movement through file transfers, email, or manual processes. APIs that are undocumented, unversioned, or unsecured. Integration debt directly limits the ability to embed AI into operational systems — the Integration Architecture (Domain 12) ceiling is often set by accumulated integration debt rather than by current integration capability.
Code and model debt. AI models built with ad hoc code, undocumented dependencies, unversioned artifacts, and manual deployment processes. Notebooks that contain production logic. Training pipelines that work only on specific machines or with specific configurations. Code and model debt constrains Machine Learning Operations (MLOps) maturity because automating what was built without automation in mind requires refactoring that organizations resist.
Data debt. Accumulated data quality issues, undocumented data transformations, orphaned datasets, and metadata gaps. Data debt is the most insidious form of technical debt because it is invisible until it causes a visible failure — and by that point, the cost of remediation has compounded significantly, as discussed in Module 1.5, Article 7: Data Governance for AI.
Architecture Review Protocol
The EATP practitioner conducts a structured architecture review using a three-layer evaluation:
Layer 1: Data layer. How does data enter the organization, where is it stored, how is it transformed, and how does it reach AI consumers? Evaluate the coherence and completeness of the data architecture. Identify gaps — data sources that are not integrated, data stores that are not accessible to AI teams, transformations that are not tracked or version-controlled.
Layer 2: Compute and platform layer. What platforms support model development, training, evaluation, and serving? How are compute resources provisioned and managed? Is the platform architecture centralized (a single ML platform serving all teams), federated (multiple platforms with common standards), or fragmented (each team using its own tools)? Fragmented platform architectures typically indicate Level 1 to Level 2 maturity in AI/ML Platform and Tooling (Domain 11), regardless of how sophisticated individual team toolchains may be.
Layer 3: Serving and integration layer. How do AI outputs reach end users and operational systems? What serving infrastructure supports real-time and batch inference? How are AI capabilities integrated into enterprise applications? This layer determines whether AI is a laboratory activity or an operational capability — and the gap between laboratory and production is where many organizations stall.
AI/ML Platform Maturity Assessment
Platform assessment goes beyond feature inventory to evaluate operational maturity:
Adoption. What percentage of the organization's AI practitioners use the standard platform? Platform maturity is meaningless if the platform is available but unused. Low adoption typically indicates that the platform does not meet practitioner needs — it is too restrictive, too slow, too complex, or missing critical capabilities that force teams to work around it.
Experiment management. Can the organization reproduce any experiment from the last six months? Can it compare experiment results across teams and time periods? Systematic experiment management is a Level 3 indicator. Ad hoc experiment tracking — or no tracking — is a Level 1 to Level 2 indicator.
Model lifecycle management. Can the organization inventory all models in production? Does it track model lineage (which data, code, and parameters produced each model version)? Does it monitor model performance in production? Does it have automated or semi-automated retraining pipelines? These capabilities define the boundary between developing (Level 2) and defined (Level 3) platform maturity, as introduced in Module 1.4, Article 7: MLOps — From Model to Production.
Self-service capability. Can business analysts or citizen data scientists use the platform for simple AI tasks without requiring data science team involvement? Self-service capability is a Level 4 indicator that dramatically increases the organization's capacity for AI-driven value creation.
Connecting Technical Assessment to Business Capability
Technical assessment that exists in isolation from business context produces accurate but strategically useless findings. The EATP practitioner connects every technical finding to its business capability implication.
The Capability Gap Analysis
For each AI use case in the organization's current or planned portfolio, the EATP practitioner maps the required technical capabilities against the assessed technical maturity:
Use case data requirements versus Data Management and Quality (Domain 6) and Data Infrastructure (Domain 10) maturity. Can the organization provide the data this use case needs at the required quality, latency, and scale?
Use case deployment requirements versus MLOps (Domain 7) and Integration Architecture (Domain 12) maturity. Can the organization deploy this use case into the target operational environment with the required performance, reliability, and monitoring?
Use case security requirements versus Security and Infrastructure (Domain 13) maturity. Can the organization deploy this use case with adequate protection of the data, model, and inference pipeline?
This mapping produces a use-case-specific technical readiness assessment that is directly actionable. Instead of abstract Technology pillar scores, the EATP practitioner delivers specific findings: "Use Case A is technically feasible with current capabilities. Use Case B requires data infrastructure investment before it can proceed. Use Case C requires security controls that do not currently exist."
Technical Readiness Tiers
Based on the capability gap analysis, the EATP practitioner classifies the organization's technical readiness into tiers that directly inform transformation roadmap design:
Tier 1: Foundation-ready. The organization has the technical foundation to support simple AI use cases — structured data analytics, basic predictive models, rule-based automation. Technical maturity in Domains 6, 7, 10, 11, 12, and 13 averages Level 2.0 to 2.5.
Tier 2: Scale-ready. The organization has the technical capability to deploy AI at moderate scale — multiple production models, automated pipelines, integrated serving. Technical maturity averages Level 3.0 to 3.5.
Tier 3: Enterprise-ready. The organization has the technical capability to embed AI throughout its operations — real-time inference at scale, self-service AI, automated lifecycle management, robust security. Technical maturity averages Level 4.0 or above.
Tier 4: Innovation-ready. The organization's technical infrastructure supports advanced AI research and experimentation — including custom model development, advanced ML techniques, and rapid prototyping of novel use cases. Technical maturity averages Level 4.5 or above.
These tiers provide a clear translation from technical assessment to transformation ambition. An organization at Tier 1 cannot credibly pursue an enterprise-wide AI transformation — it needs to build the technical foundation first. An organization at Tier 3 has the technical basis for ambitious transformation — its constraints are likely in People, Process, or Governance rather than Technology.
Security Assessment for AI Systems
AI systems present unique security challenges that traditional security assessment does not address. The EATP practitioner evaluates AI-specific security across five areas:
Training data security. How is training data protected from unauthorized access, poisoning, and leakage? Are there access controls on training datasets? Is training data provenance tracked? Can the organization detect if training data has been tampered with?
Model security. How are trained models protected? Are model artifacts stored in secure repositories with access controls and audit logging? Can the organization detect unauthorized model modification? Is model intellectual property protected?
Inference security. Are inference endpoints protected against adversarial inputs? Does the organization monitor for adversarial attacks on production models? Are inference outputs validated before being acted upon in high-stakes contexts?
Pipeline security. Are ML pipelines — the automated workflows that move data from source to model to production — secured against injection attacks, unauthorized modification, and privilege escalation? Pipeline security is often overlooked because pipelines are treated as internal tools, not external-facing systems.
Privacy and data protection. Does the organization comply with data protection requirements throughout the AI lifecycle? Are privacy-preserving techniques (differential privacy, federated learning, data anonymization) applied where required? Is training data retention managed in accordance with organizational and regulatory requirements?
Many organizations score Level 2 or above in general Security and Infrastructure (Domain 13) but score Level 1 in AI-specific security because their security function has not yet adapted its practices to AI workloads. The EATP practitioner assesses AI-specific security independently of general security maturity, ensuring that the domain score reflects the actual security posture for AI systems.
Looking Ahead
Data quality and technology assessment provide the technical diagnostic foundation for transformation planning. But technical capability and cultural readiness, while essential, do not fully capture the organizational dynamics that determine transformation outcomes. Article 7: Stakeholder and Political Landscape Assessment introduces the assessment of the informal power structures, political dynamics, and stakeholder alignments that maturity scores and cultural assessments do not directly surface — the human landscape that the EATP practitioner must navigate to translate assessment findings into organizational action.
