Having a change management plan and executing one are fundamentally different activities. The Level 1 curriculum introduced change management as a critical dimension of Artificial Intelligence (AI) transformation (Module 1.6, Article 5: Change Management for AI Transformation) and Level 2's roadmap architecture module addressed how change plans are designed and sequenced (Module 2.3: Transformation Roadmap Architecture). But the moment the Produce stage begins, the change plan stops being a document and starts being a daily operational challenge. People must be trained. Communications must be delivered. Resistance must be managed — not in theory, but in practice, with specific individuals, in specific organizational contexts, under the pressures of ongoing business operations.
This article addresses the execution of the People pillar during the Produce stage — the practical mechanics of delivering organizational change alongside technical delivery. For the COMPEL Certified Specialist (EATP), this is often the most demanding dimension of execution, because change management outcomes depend on human behavior, which is neither predictable nor controllable in the way that technical deliverables are.
The Difference Between Planning and Executing Change
Change management planning, addressed during the Model stage, produces a set of artifacts: a stakeholder analysis, a communication plan, a training plan, a resistance management strategy, and a change readiness assessment. These artifacts are necessary but not sufficient. The execution gap between having these plans and operationalizing them is where most change management efforts fail.
Why Change Plans Fail in Execution
Plans assume rational adoption. Change management plans typically assume that if people are informed about the change, given adequate training, and provided with support, they will adopt the new way of working. This assumption ignores the emotional, political, and practical dimensions of organizational change. People resist change not because they are irrational but because the change threatens something they value — competence, status, autonomy, relationships, predictability. Effective change execution addresses these concerns directly, not through generic communication campaigns.
Plans underestimate organizational inertia. The existing organizational patterns — workflows, decision rights, information flows, power structures — have years of accumulated momentum. They are reinforced by systems, habits, incentives, and relationships. A change plan that proposes to alter these patterns in a 12-week cycle is proposing something genuinely difficult, and the plan's timeline often reflects aspirational rather than realistic estimates of how quickly organizational patterns can shift.
Plans are consumed by technical delivery. In the heat of execution, when sprint deadlines loom and technical blockers absorb management attention, the change management workstream is the first to be deprioritized. The training session is postponed because the platform is not ready. The communication is delayed because "there is nothing concrete to communicate yet." The resistance management conversation is deferred because "we will deal with that when the system is live." These individually reasonable decisions accumulate into a pattern where the People pillar receives systematically less execution attention than the Technology pillar — precisely the anti-pattern that COMPEL's multi-pillar execution discipline is designed to prevent.
Plans lack operational specificity. A training plan that states "deliver AI literacy training to the finance team in Sprint 3" is a plan. An execution schedule that specifies the facilitator, the venue, the content modules, the pre-work required from participants, the logistics coordination with the finance team's manager, the backup date if the primary date conflicts, and the evaluation mechanism — that is operational specificity. Change plans routinely lack this level of detail, and the EATP must ensure it is developed before execution begins.
Training Delivery in Practice
Training is the most visible component of change execution and often the most logistically complex. The EATP manages training delivery not as a standalone activity but as an integrated element of the transformation sprint.
Training Design Principles for Execution
Role-specific, not generic. Training content must be tailored to the specific roles that will interact with AI systems. A financial analyst who will use an AI-powered forecasting tool needs different training from the manager who will oversee the analyst's use of the tool, the compliance officer who will audit the tool's outputs, and the IT administrator who will maintain the tool's infrastructure. The AI literacy foundations established in Module 1.6, Article 2: AI Literacy Strategy and Program Design provide the base, but execution-phase training must be precisely targeted to the workflows being transformed.
Just-in-time, not just-in-case. Training delivered weeks before the corresponding technology is available for use produces knowledge that decays before it can be applied. Training delivered the week that users first encounter the new system produces knowledge that is immediately reinforced by practice. The EATP sequences training delivery as close to the corresponding technology deployment as practically possible — which requires tight coordination with the technology workstream (Article 2: Multi-Workstream Coordination).
Hands-on, not theoretical. Adult learners retain practical skills through practice, not through presentations. Training sessions during the Produce stage should include hands-on exercises with the actual systems being deployed — or with realistic simulations when the production system is not yet available. This requires the technology team to provide training environments, which must be explicitly planned as a sprint deliverable.
Iterative, not one-shot. A single training session is rarely sufficient for sustained behavior change. Effective training delivery includes an initial training session, followed by supervised practice, followed by reinforcement sessions that address questions and difficulties that emerged during early use. The EATP plans this multi-session training arc, not merely the initial session.
Training Logistics Management
Training logistics are unglamorous but essential. The EATP or the change management stream lead must manage:
- Scheduling across participants who have their own operational responsibilities and limited availability. This often requires negotiation with line managers who are reluctant to release staff for training during busy periods.
- Environment preparation, ensuring that training systems are configured, data is loaded, and access credentials are distributed before the session.
- Facilitator readiness, ensuring that trainers — whether internal or external — are prepared, have access to the latest training materials, and understand the specific organizational context.
- Participant preparation, ensuring that pre-work (if any) is communicated and completed, and that participants arrive with appropriate expectations about the session's content and purpose.
- Post-session follow-up, including distributing reference materials, establishing support channels, and scheduling reinforcement sessions.
Measuring Training Effectiveness
Training effectiveness must be measured, not assumed. The EATP implements evaluation at multiple levels:
Reaction: Did participants find the training useful and relevant? Collected through post-session surveys.
Learning: Did participants acquire the intended knowledge and skills? Assessed through quizzes, practical exercises, or skills demonstrations.
Application: Are participants applying what they learned in their actual work? Assessed through observation, workflow audits, and system usage analytics — typically measured two to four weeks after training.
Impact: Is the training contributing to the business outcomes that the AI use case was designed to achieve? This level of evaluation connects training effectiveness to the broader measurement framework addressed in Module 2.5: Measurement, Evaluation, and Value Realization.
Communication Campaign Execution
The communication plan designed during Model becomes an ongoing operational activity during Produce. Communications must be delivered consistently, adapted to changing circumstances, and calibrated to the needs of different stakeholder audiences.
Communication Cadence
Effective communication during execution follows a predictable cadence:
Regular updates provide consistent visibility into transformation progress. These may be weekly emails, intranet posts, or brief video updates from the transformation lead or executive sponsor. Consistency matters more than length — a brief weekly update that arrives reliably builds more trust than elaborate quarterly reports that arrive sporadically.
Milestone announcements mark significant achievements — a use case deployed, a governance framework approved, a training program completed. These announcements serve dual purposes: they inform the organization of progress and they build momentum by making transformation tangible.
Targeted communications address specific audiences with specific messages. The executive team needs strategic progress updates. Middle managers need to understand how transformation affects their teams. End users need practical information about what is changing, when, and what support is available. The change management stream maintains a communication matrix mapping audiences to messages to channels to timing.
Communication Adaptation
The communication plan designed during Model was based on the best understanding available at the time. During execution, circumstances change, and communications must adapt:
- When milestones are missed, the communication must acknowledge the delay honestly and explain the path forward. Silence or spin erodes trust.
- When new concerns emerge, the communication must address them directly rather than ignoring them and hoping they dissipate.
- When early adopters achieve positive results, the communication should amplify these stories — not as propaganda but as evidence that the transformation is producing real value for real people.
- When resistance surfaces, the communication may need to shift from informational to conversational — creating forums where concerns can be voiced and addressed rather than merely broadcasting messages.
Resistance Management in Practice
Resistance to AI transformation is normal, expected, and — when managed well — a valuable source of information about organizational concerns that need to be addressed. The EATP approaches resistance not as an obstacle to be overcome but as a signal to be interpreted.
Recognizing Resistance
Resistance during execution manifests in multiple forms:
Active resistance is visible and vocal: objections raised in meetings, formal complaints, public skepticism about the transformation's value or feasibility. Active resistance is actually the easiest form to manage because it is explicit — the concerns are stated, and the EATP can address them directly.
Passive resistance is subtler and more dangerous: missed training sessions, delayed responses to requests for input, quiet non-adoption of new tools and processes, continued use of legacy workflows despite the availability of AI-enabled alternatives. Passive resistance is difficult to detect until it manifests as adoption failure weeks or months after deployment.
Institutional resistance operates through organizational structures rather than individual behavior: budget committees that repeatedly defer transformation funding requests, legal departments that add review cycles that delay deployment indefinitely, procurement processes that take months to approve required technology purchases. Institutional resistance is often unintentional — it results from organizational processes that were designed for stability rather than transformation — but its effect on execution pace can be devastating.
Addressing Resistance
Listen before responding. The most effective resistance management strategy is to understand the concern before attempting to address it. Many resistance responses are rooted in legitimate concerns — about job security, about data privacy, about the reliability of AI systems, about the pace of change in the context of ongoing operational demands. The EATP creates channels for these concerns to surface and ensures they receive genuine responses, not dismissive reassurances.
Engage opinion leaders. Every organization has informal opinion leaders — people whose views disproportionately influence their peers. Identifying these individuals (through the stakeholder analysis conducted during Calibrate and refined during Model) and engaging them directly is one of the highest-leverage change management activities. An opinion leader who shifts from skepticism to qualified support can influence more people than any communication campaign. Address the specific, not the general. Resistance is always specific — a particular person has a particular concern about a particular aspect of the transformation. Generic responses ("this is good for the organization") are ineffective. Specific responses ("I understand your concern that the new forecasting tool will reduce your team's decision-making autonomy — let me explain how the tool is designed to augment your judgment, not replace it, and let me show you how your team's expertise remains central to the process") address the actual concern.
Adjust when resistance is valid. Sometimes resistance reveals genuine problems with the transformation approach. A business unit that resists a particular AI use case may have legitimate domain knowledge suggesting that the use case will not work as designed. A governance team that raises concerns about a deployment timeline may be correctly identifying a compliance risk. The EATP must be willing to adjust the execution plan based on resistance feedback, not merely manage the resistance until it subsides.
Measuring Change Adoption in Real-Time
The EATP does not wait until the Evaluate stage to assess whether organizational change is taking hold. During execution, real-time adoption metrics provide early warning of change management issues that need intervention.
Leading Indicators of Adoption
- Training completion rates: What percentage of target participants have completed their training? Falling behind the training schedule is an early indicator of logistical problems, scheduling conflicts, or passive resistance.
- System usage metrics: Are trained users actually using the new AI-enabled tools? Usage analytics — login frequency, feature utilization, workflow completion rates — provide objective adoption data.
- Support channel activity: Are users engaging with support channels (help desks, champion networks, FAQ resources)? Moderate support activity suggests healthy adoption. Zero activity may indicate that users are not engaging with the new systems at all. Overwhelming activity may indicate that training was insufficient or that the system has usability problems.
- Workflow compliance: Are users following the new processes, or reverting to legacy workflows? Workflow audits — conducted informally by team leads or more formally through process analytics — reveal whether process changes are taking hold.
- Feedback sentiment: What are users saying about the transformation in formal feedback channels and informal conversations? Sentiment analysis of feedback data provides qualitative context for quantitative adoption metrics.
Intervention Triggers
The EATP defines thresholds that trigger intervention:
- If training completion falls below 80 percent of the planned target for the sprint, the EATP investigates and addresses the root cause — whether scheduling conflicts, manager resistance, or participant disengagement.
- If system usage falls below the expected adoption curve within two weeks of deployment, the EATP initiates targeted outreach to non-adopters to understand and address barriers.
- If resistance signals intensify — increasing volume of concerns, declining stakeholder sentiment, visible disengagement from key opinion leaders — the EATP escalates to the change management stream lead and, if necessary, to the Steering Committee.
These thresholds are not rigid rules. They are judgment triggers that prompt the EATP to investigate and intervene before adoption problems become entrenched.
Looking Ahead
Article 5, Governance Execution — Building the Framework in Practice, addresses the parallel challenge of standing up governance frameworks during the Produce stage. While this article focused on the People pillar — how organizational change is executed — Article 5 addresses the Governance pillar — how the policies, committees, processes, and oversight structures that govern AI are made operational rather than theoretical.
