Governance frameworks on paper protect no one. The gap between a designed governance framework and an operational one is as wide as the gap between a transformation roadmap and a transformed organization. Level 1 established the conceptual foundations of Artificial Intelligence (AI) governance — why it matters, what it includes, and how it relates to the broader regulatory landscape (Module 1.5: Governance, Risk, and Compliance). Level 2's roadmap architecture module addressed how governance implementation is planned and sequenced within the transformation roadmap (Module 2.3: Transformation Roadmap Architecture). This article addresses the practical challenge of making governance operational during the Produce stage — standing up committees, deploying policies, implementing processes, and creating the organizational habits that sustain governance beyond the transformation cycle.
For the COMPEL Certified Specialist (EATP), governance execution presents a distinctive challenge: it must be rigorous enough to provide genuine oversight and protection, yet efficient enough to avoid becoming the bottleneck that stalls technical delivery. This tension — governance rigor versus execution speed — is the central management challenge of this article.
The Governance Execution Challenge
Governance execution differs from other workstreams in several important ways that the EATP must understand and account for.
Governance Creates Structure, Not Output
Unlike the technology workstream, which produces deployable models, or the change management workstream, which produces trained users, the governance workstream produces organizational structures — committees, policies, processes, decision rights, and accountability mechanisms. These structures are not deliverables in the traditional sense; they are the institutional infrastructure through which the organization will govern its AI capabilities indefinitely. Getting them right matters more than getting them fast, because poorly designed governance structures create friction and compliance theater, while well-designed ones enable responsible acceleration.
Governance Involves Organizational Authority
Governance policies and committee decisions carry organizational authority. A governance committee that approves a model for production deployment is exercising authority over risk, compliance, and organizational reputation. This authority must be formally established — through executive mandate, organizational charter, or board resolution — before it can be meaningfully exercised. The EATP cannot simply declare that a governance committee exists; the committee must be constituted with the authority, membership, and operational procedures that make its decisions legitimate and binding. The governance framework foundations from Module 1.5, Article 3: Building an AI Governance Framework provide the design principles; this article addresses the implementation mechanics.
Governance Requires Cross-Functional Participation
Governance committees and review processes require participation from across the organization — legal, compliance, risk management, business leadership, technology leadership, and data management, at minimum. These participants have primary responsibilities outside the transformation program and limited availability for governance activities. The EATP must manage this participation constraint by designing governance processes that are efficient, that make appropriate use of participants' time, and that do not require more organizational bandwidth than the governance structure can sustain.
Policy Deployment
Policies are the codified rules that govern how AI is developed, deployed, and operated within the organization. During the Produce stage, the EATP oversees the transition of governance policies from draft to operational status.
The Policy Lifecycle During Execution
Drafting and review. Policies are typically drafted during the Model stage, informed by the risk assessment and regulatory analysis conducted during Calibrate. During Produce, drafts move through organizational review — legal review for regulatory alignment, compliance review for consistency with existing frameworks, business review for operational feasibility, and technology review for implementability. The EATP manages this review process, tracking reviewer feedback, facilitating resolution of conflicting input, and maintaining the review timeline.
Approval and publication. Once reviewed, policies require formal approval — typically from the AI Steering Committee, the Chief Risk Officer, or the executive sponsor, depending on the policy's scope and organizational impact. The EATP prepares the approval package, including the policy text, the review history, any unresolved concerns and how they were addressed, and the implementation plan. After approval, the policy is published through the organization's policy management system and communicated to affected stakeholders.
Implementation and enablement. A published policy is not an implemented policy. Implementation requires that the people who must follow the policy understand it, have the tools and processes to comply with it, and face appropriate accountability for non-compliance. The EATP coordinates with the change management workstream to ensure that policy implementation is supported by communication, training, and process changes. For example, a policy requiring algorithmic impact assessments before model deployment is not operational until: the impact assessment template exists, the people who must complete it are trained, the review process is defined, and the enforcement mechanism is established.
Priority Policies for the Produce Stage
Not all governance policies can be deployed simultaneously. The EATP prioritizes based on execution dependencies — policies that must be in place before specific technical deliverables can proceed:
AI model risk classification policy. This policy defines how AI models are categorized by risk level, which determines the governance requirements that apply to each model. It must be operational before models can advance through quality gates, because the required governance reviews depend on the model's risk classification. This connects directly to the risk frameworks from Module 1.5, Article 4: AI Risk Identification and Classification.
Data usage and privacy policy for AI. This policy defines the conditions under which data can be used for AI model training and operation, including consent requirements, anonymization standards, and data residency constraints. It must be operational before data preparation activities can proceed with confidence that governance requirements are being met. The data governance foundations from Module 1.5, Article 7: Data Governance for AI inform this policy.
Model deployment approval policy. This policy defines the approval process for deploying AI models to production — who approves, what evidence is required, and what conditions must be satisfied. It must be operational before any model can move from testing to production.
AI incident response policy. This policy defines how the organization responds when an AI system produces unexpected, harmful, or biased outputs. While incidents are not expected during initial deployment, the policy must be in place before deployment so that the organization is prepared to respond if issues arise.
Committee Activation
Governance committees are the organizational bodies that exercise governance authority. During the Produce stage, the EATP activates these committees — transitioning them from chartered entities to operational decision-making bodies.
The AI Steering Committee
The AI Steering Committee is the senior governance body for the transformation program. If properly constituted during the Organize stage (Module 1.2, Article 2: Organize — Building the Transformation Engine), the committee will already be meeting regularly by the time Produce begins. During Produce, the EATP ensures that the Steering Committee:
- Receives monthly updates on transformation progress, key risks, and decisions requiring committee authority (Article 2: Multi-Workstream Coordination)
- Reviews and approves governance policies before publication
- Resolves cross-functional conflicts that cannot be resolved at the working level
- Provides executive sponsorship and organizational authorization for transformation activities that require senior leadership support
The AI Ethics Review Board
For organizations deploying AI systems that affect individuals or groups, an ethics review board provides oversight of fairness, bias, transparency, and societal impact. Activating this board during the Produce stage involves:
- Membership recruitment: Identifying and securing commitment from appropriate members — which may include external ethicists, domain experts, and community representatives in addition to internal leaders
- Operating procedures: Establishing the board's review cadence, decision-making process, and escalation authority
- Review triggers: Defining which AI use cases require ethics board review (typically determined by the risk classification policy) and at what stage of development the review occurs
- Decision integration: Ensuring that ethics board decisions are integrated into the use case delivery lifecycle — specifically, that use cases identified for ethics review cannot advance past the relevant quality gate without board clearance
The Model Review Committee
The model review committee provides technical governance oversight — reviewing model development practices, performance validation results, and deployment readiness. This committee typically includes senior data scientists, ML engineers, and risk management professionals. The EATP activates this committee by:
- Establishing the review cadence (typically aligned with sprint cycles, so that model reviews occur as part of the sprint review process)
- Defining the review scope and decision authority
- Providing the committee with the assessment templates and criteria that enable consistent, efficient reviews
- Ensuring that committee decisions are documented and integrated into the quality gate framework
Process Implementation
Governance processes — the operational workflows through which governance decisions are made and enforced — must be implemented alongside policies and committees.
The Algorithmic Impact Assessment Process
The algorithmic impact assessment (AIA) is the process through which the organization evaluates the potential impacts of an AI system before it is deployed. Implementing this process requires:
- A standardized assessment template that covers technical performance, data governance compliance, bias and fairness analysis, stakeholder impact, and operational risk
- Clear guidance on who completes the assessment (typically the use case delivery team), who reviews it (typically the model review committee or ethics review board), and what the decision outcomes are (approve, approve with conditions, or reject)
- Integration with the use case delivery lifecycle — specifically, the AIA should be a required artifact for the deployment readiness quality gate (Article 3: AI Use Case Delivery Management)
The Model Monitoring and Escalation Process
Once models are deployed, the governance framework must include a process for monitoring model performance and escalating issues. Implementing this process requires:
- Defined monitoring metrics (accuracy, fairness, drift) and thresholds that trigger review
- Clear escalation pathways — from the operations team to the model review committee to the Steering Committee, depending on severity
- Defined response procedures for different types of issues — from routine retraining to emergency model withdrawal
- The model governance lifecycle from Module 1.5, Article 8: Model Governance and Lifecycle Management provides the foundational framework for this process
The Change Control Process for Governance
Governance frameworks themselves must be governed. As the organization learns from its AI deployment experience, governance policies, processes, and structures will need to evolve. Implementing a change control process for governance — defining how policies are amended, how committee charters are revised, and how new governance requirements are introduced — prevents governance from becoming rigid and outdated.
Balancing Governance Rigor with Execution Speed
This is the tension that the EATP must manage daily during the Produce stage. Governance that is too rigorous creates bottlenecks that stall delivery and frustrate technical teams. Governance that is too permissive creates risk exposure that threatens the organization and undermines the purpose of the governance framework.
Risk-Proportionate Governance
The most effective approach is risk-proportionate governance — applying governance requirements in proportion to the risk level of the AI use case. A low-risk internal analytics tool does not require the same governance oversight as a high-risk customer-facing decision system. The model risk classification policy enables this proportionality by establishing clear categories and corresponding governance requirements.
In practice, risk-proportionate governance means:
- High-risk use cases require full algorithmic impact assessment, ethics board review, model review committee approval, and Steering Committee sign-off before deployment
- Medium-risk use cases require algorithmic impact assessment and model review committee approval, with ethics board review on an exception basis
- Low-risk use cases require a streamlined assessment and stream lead approval, with model review committee oversight on a sampling basis
Efficient Governance Operations
Beyond proportionality, the EATP optimizes governance operations for efficiency:
- Pre-populated templates reduce the effort required to complete governance artifacts. If the governance team provides assessment templates that are pre-populated with standard content and require the delivery team to complete only the use-case-specific sections, compliance effort is reduced without reducing compliance quality.
- Parallel processing allows governance reviews to proceed concurrently with development rather than sequentially after development is complete. The EATP ensures that governance workstream activities are scheduled alongside — not after — the corresponding technology workstream activities.
- Clear timelines for governance reviews prevent indefinite delays. The governance framework should specify service level agreements for review turnaround — for example, model review committee feedback within five business days of submission. The EATP holds governance reviewers to these timelines just as they hold delivery teams to sprint timelines.
- Decision documentation is concise and structured. Governance decisions should be recorded in a standard format that captures the decision, the rationale, any conditions, and the accountable parties — not in lengthy narrative documents that take longer to produce and review than the underlying decision requires.
When Governance and Delivery Conflict
Despite best efforts at proportionality and efficiency, conflicts between governance requirements and delivery timelines will arise. The EATP manages these conflicts through escalation, not through unilateral waiver of governance requirements:
- If a governance review is delayed, the EATP escalates to the governance stream lead and, if necessary, to the Steering Committee, with a clear description of the delivery impact
- If a governance requirement appears disproportionate to the risk, the EATP raises this with the governance team and seeks a proportionate alternative — but does not bypass the requirement
- If a model fails a governance review, the EATP works with the delivery team and the governance team to define a remediation path and adjusts the sprint plan accordingly
The EATP's credibility with both the delivery teams and the governance teams depends on their consistent enforcement of governance requirements. A EATP who regularly allows governance shortcuts to meet delivery deadlines will eventually face a governance failure that damages the organization far more than any missed milestone.
Looking Ahead
Article 6, Technical Execution — Platform, Data, and Model Delivery, addresses the Technology pillar of execution — the management of technical delivery streams including data infrastructure, platform deployment, and model development. While this article focused on building governance structures that are operational rather than theoretical, Article 6 addresses the technical delivery that governance structures are designed to oversee.
