The Technology pillar is where Artificial Intelligence (AI) transformation becomes physically real — where data flows through pipelines, models process inputs and produce outputs, platforms serve predictions, and integrations connect AI capabilities to business systems. For the COMPEL Certified Specialist (EATP), technical execution presents a paradox: the EATP must provide meaningful oversight of highly technical work without being a technologist. This is not a limitation — it is a design principle. The EATP adds value not by duplicating the technical lead's expertise but by ensuring that technical delivery remains aligned with the transformation's strategic objectives, governance requirements, and organizational change activities across all four COMPEL pillars.
This article addresses how the EATP manages the three primary technical delivery streams — data infrastructure, platform deployment, and model development — during the Produce stage. It builds on the technology foundations from Module 1.4: AI Technology Foundations for Transformation and the use case delivery lifecycle from Article 3: AI Use Case Delivery Management, while focusing specifically on the EATP's role in technical oversight and the management of technical execution risks.
Data Infrastructure Execution
Data infrastructure is the foundation upon which all AI capabilities are built. During the Produce stage, the EATP oversees the buildout or enhancement of the data infrastructure required to support the transformation roadmap's use case portfolio.
Data Pipeline Development
AI use cases require data pipelines that extract data from source systems, transform it into usable formats, and load it into the environments where models consume it. Pipeline development is a technical activity, but the EATP must understand and monitor several dimensions:
Source system access. Data pipelines begin with source system connections. Obtaining access to enterprise data sources — Customer Relationship Management (CRM) systems, Enterprise Resource Planning (ERP) platforms, transactional databases, unstructured data repositories — frequently requires coordination with data owners, IT security teams, and database administrators. Access requests may involve security reviews, network firewall changes, and service account provisioning. These activities are dependency-heavy and time-consuming, and the EATP ensures they are initiated early in the sprint schedule rather than discovered as blockers mid-sprint.
Data quality at the source. As established in Article 3: AI Use Case Delivery Management, data quality issues frequently surface during pipeline development. The EATP monitors for data quality findings that change the scope or feasibility of planned use cases. A discovery that customer contact data is 40 percent incomplete, for example, may require revisiting the scope of a customer analytics use case — a decision that involves the business sponsor, not just the technical team. Pipeline reliability and monitoring. Production data pipelines must be reliable — running on schedule, handling errors gracefully, and alerting operations teams when failures occur. The EATP ensures that pipeline reliability is treated as a delivery requirement, not an afterthought. A pipeline that works in development but fails unpredictably in production is not a delivered capability.
Data Platform and Storage
The data platform — whether a cloud data lake, a data warehouse, or a hybrid architecture — provides the storage and processing infrastructure for AI workloads. During the Produce stage, the EATP may oversee:
- Platform provisioning and configuration, ensuring that the technical team has the infrastructure resources required for development, testing, and production workloads
- Environment management, ensuring that development, staging, and production environments are properly isolated and that promotion pathways between environments are defined and followed
- Cost management, monitoring infrastructure consumption against budget and intervening when costs trend above projections — a common issue with cloud-based data platforms where consumption is elastic and easily underestimated
The EATP does not make technical platform decisions — those are the technical lead's responsibility, informed by the architectural principles from Module 1.4, Article 6: AI Infrastructure and Cloud Architecture. But the EATP ensures that platform decisions are consistent with the transformation roadmap, that they are documented for governance purposes, and that they are made with appropriate consideration of cost, security, and scalability.
Platform Deployment
For many AI transformations, a core technology deliverable is the deployment of an AI/Machine Learning (ML) platform — a centralized environment for model development, training, deployment, and monitoring. Platform deployment is a significant technical undertaking that the EATP must manage alongside use case delivery.
Platform Selection and Procurement
If platform selection and procurement were not completed during the Model stage, they must be managed during Produce — which creates schedule pressure, as procurement processes in enterprise organizations are often lengthy. The EATP manages this by:
- Ensuring that procurement is initiated as early as possible, ideally during the first sprint of the Produce stage
- Maintaining visibility into procurement timelines and escalating when delays threaten the delivery schedule
- Identifying interim solutions — development environments, sandbox platforms, trial licenses — that allow use case development to proceed while procurement is completed
Platform Implementation
Platform implementation involves installation, configuration, integration with enterprise systems (identity management, data sources, monitoring tools), and user onboarding. The EATP manages this workstream by:
- Tracking implementation milestones against the sprint plan and identifying blockers early
- Coordinating with IT operations for infrastructure provisioning, network configuration, and security reviews — activities that depend on teams outside the transformation program and that must be planned well in advance
- Managing vendor relationships when the platform involves commercial software. Vendor implementation support, issue resolution, and escalation management are practical activities that the EATP may oversee or delegate to the technical lead
- Ensuring governance alignment, verifying that the platform's security configuration, access controls, and audit capabilities satisfy the governance requirements established in Article 5: Governance Execution — Building the Framework in Practice
Model Development and Deployment
Model development and deployment is the most technically complex delivery stream and the one where the EATP's oversight role requires the most nuance. The EATP must provide meaningful oversight without micromanaging technical activities that they may not fully understand.
The EATP's Technical Oversight Model
The EATP operates at the milestone and risk level, not the task level. This means:
Monitoring progress against milestones. The use case delivery lifecycle defined in Article 3: AI Use Case Delivery Management provides the milestone structure: data preparation complete, model viability demonstrated, integration testing passed, deployment readiness confirmed. The EATP tracks each use case's progress through these milestones and investigates when milestones are missed or at risk.
Identifying risk patterns. Through experience and pattern recognition, the EATP learns to identify technical risk signals:
- A use case that has been in the experimentation phase for more than two sprints without converging on a viable model may have a fundamental feasibility problem
- A use case where data preparation keeps revealing new quality issues may have been scoped against unrealistic assumptions about data availability
- A use case where integration work keeps expanding in scope may be encountering architectural complexity that was not anticipated during roadmap design
- A use case where the technical team reports consistent progress but cannot demonstrate working functionality may be experiencing "progress without advancement" — activity that feels productive but is not converging toward delivery
Asking the right questions. The EATP's technical oversight is exercised primarily through questioning. Key questions at each stage include:
During data preparation: "Is the data quality sufficient for the intended use, or are there quality gaps that change the use case's feasibility or scope?"
During model development: "Is the model converging toward the performance targets defined in the success criteria? If not, what is the team's hypothesis about why, and what is their plan to address it?"
During integration: "Have all integration points been identified, or are new ones emerging? Is the integration complexity consistent with the original estimate?"
During deployment: "Are all four pillar requirements satisfied — technology, governance, people, and process? If any are incomplete, what is the plan to address the gaps before production deployment?"
Machine Learning Operations Execution
MLOps — the discipline of operationalizing ML models — is a critical delivery stream that bridges model development and production operations. The EATP ensures that MLOps capabilities are built during the Produce stage, not after models are already in production and operational issues emerge. The MLOps foundations from Module 1.4, Article 7: MLOps — From Model to Production provide the conceptual framework; during execution, the EATP ensures:
- Model deployment pipelines are built and tested, enabling consistent, repeatable model promotion from development to staging to production
- Model monitoring is implemented for each deployed model, tracking performance metrics, data drift, and operational health
- Model retraining processes are defined and, where appropriate, automated — so that models can be updated when performance degrades without requiring a full development cycle
- Model versioning and rollback capabilities are in place, enabling the organization to revert to a previous model version if a new deployment causes problems
Technical Debt Management
AI transformation execution inevitably generates technical debt — shortcuts, workarounds, and deferred improvements that enable near-term delivery at the cost of long-term maintainability. The EATP must manage technical debt actively:
Recognize technical debt as a legitimate, temporary trade-off. Some technical debt is acceptable during the Produce stage. A data pipeline that uses a manual data quality check instead of an automated one may be appropriate for a first deployment if the automated solution requires infrastructure that is not yet available. The key is that the debt is documented, visible, and planned for remediation.
Prevent unmanaged debt accumulation. Technical debt becomes dangerous when it accumulates untracked. The EATP maintains a technical debt register — a visible list of known technical compromises, their risk implications, and their planned remediation timeline. This register is reviewed during sprint retrospectives and included in Steering Committee updates when accumulated debt reaches levels that create operational risk.
Budget for debt remediation. The transformation roadmap should allocate capacity for technical debt remediation — typically 15 to 20 percent of sprint capacity in mature teams. The EATP protects this allocation against the pressure to convert it to feature delivery, recognizing that unaddressed technical debt will eventually slow delivery more than the remediation investment would have.
Distinguish acceptable debt from unacceptable shortcuts. Not all technical compromises are equivalent. A data pipeline with inadequate error handling is a manageable debt item. A model deployed without monitoring is an operational risk that should not be deferred. A model deployed without governance approval is a compliance violation that should never be accepted as "debt." The EATP applies judgment to distinguish between these categories and escalates when shortcuts cross the line from debt to risk.
Managing Technical Delivery Without Being a Technologist
The EATP's effectiveness in technical oversight depends not on technical depth but on three capabilities:
Translation. The EATP translates between technical teams and business stakeholders. When the data engineering team reports that "the feature store latency exceeds the serving-layer SLA," the EATP translates this to: "The data infrastructure is too slow for the model to produce predictions in real-time, which means we either need to optimize the infrastructure or accept batch processing, which changes how users interact with the predictions." This translation enables business stakeholders to make informed decisions about trade-offs that have technical origins but business implications.
Pattern recognition. Through exposure to multiple transformation programs, the EATP develops an intuition for technical delivery patterns — which types of issues are routine and which are signals of deeper problems, which types of delays are recoverable and which will cascade, which types of technical optimism are justified and which mask unrealistic expectations. This pattern recognition is the EATP's primary tool for adding value to technical oversight without duplicating technical expertise.
Structural accountability. The EATP ensures that technical delivery is subject to the same structural accountability mechanisms — sprint commitments, quality gates, milestone reviews, retrospective analysis — as every other delivery stream. The risk in technical delivery is that technical complexity is used as a shield against accountability: "You would not understand why this is late." The EATP's role is not to understand the technical details but to ensure that the technical team provides clear explanations of progress, clear analysis of delays, and clear plans for recovery — in language that the rest of the program can evaluate.
Looking Ahead
Article 7, Stakeholder Management During Execution, addresses the human dynamics that surround and influence all four execution workstreams. While Articles 3 through 6 have addressed the delivery mechanics of individual pillars, Article 7 addresses how the EATP manages the stakeholder relationships — executive sponsors, business leaders, end users, and external parties — that determine whether the program receives the organizational support it needs to succeed.
