For the EATP, public sector engagements require a fundamental recalibration of assumptions about pace, governance, stakeholder dynamics, and value measurement. This article examines how the COMPEL framework adapts to government and public sector contexts — federal, state, and local government agencies, defense and intelligence organizations, and public institutions — providing the context and transformation patterns that EATP practitioners need to deliver effective engagements in a sector where the stakes are civic, not merely commercial.

The maturity profile reflects the common government pattern: low baseline maturity across all pillars, with strong mission motivation as the primary foundation for transformation.

The EATP designs a transformation that begins with high-impact, lower-risk operational improvements: intelligent document processing to automate application intake, reducing manual data entry. This application does not make eligibility decisions — it accelerates document processing — minimizing equity risk while demonstrating value.

Simultaneously, the transformation establishes foundational governance: an AI ethics review process, an algorithmic impact assessment framework, and a public transparency commitment that the agency will publish information about any AI systems used in decision-making. These governance foundations are established before any decision-support AI is deployed.

Subsequent phases introduce AI-assisted eligibility review — not replacing human decision-making, but flagging applications that may require closer review and identifying processing errors. The human reviewer retains final decision authority. The system is monitored for disparate impact across demographic groups, with results reported to agency leadership and legislative oversight committees.

Critical Success Factors

Connect to mission, not technology. Government employees and leaders respond to mission improvement, not technology advancement. Every initiative must be framed in terms of citizen service and program effectiveness.

Prioritize equity from the start. Algorithmic equity is not optional in government AI. Build fairness assessment and monitoring into every AI initiative from the beginning.

Work within procurement realities. Design roadmaps that account for procurement timelines. Do not create dependencies on technology that has not yet been procured.

Maintain transparency. Government AI must be transparent to citizens, legislators, and oversight bodies. Design systems and governance structures that support transparency as a core capability.
